Make the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing with your hands or a wooden spoon until a dough forms. Knead the dough on a floured surface for about 5 minutes until it's smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a large skillet over medium heat, add a teaspoon of oil. Sauté the garlic and ginger for about 1 minute until fragrant. Then add the mushrooms, cabbage, carrot, and green onions. Stir-fry for 5-7 minutes until the vegetables are tender. Remove from heat and stir in soy sauce, sesame oil, salt, and black pepper. Allow the filling to cool slightly.

Assemble the Dumplings
Divide the dough into small pieces (about the size of a golf ball). Roll each piece into a thin circle (about 3 inches in diameter). Place about 1 tablespoon of the filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal tightly.

Cook the Dumplings
You can steam or pan-fry the dumplings. For steaming, place them in a steamer basket lined with parchment paper and steam for about 10-12 minutes. For pan-frying, heat a tablespoon of oil in a skillet over medium heat, add the dumplings, and cook for 2-3 minutes until the bottoms are golden brown. Then add a splash of water, cover, and cook for another 5-7 minutes until the water evaporates.
