Make the Dumpling Wrapper

Prepare the Dough

In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5-7 minutes until smooth. Cover the dough with a damp cloth and let it rest for 30 minutes.

Prepare the Filling

Mix the Filling

In a food processor, add the raw shrimp, green onions, cilantro, garlic, ginger, soy sauce, sesame oil, and salt. Pulse until the mixture is coarsely chopped but not pureed. Transfer the filling to a bowl and refrigerate until ready to use.

Assemble the Dumplings

Roll out the Dough

After the dough has rested, divide it into small pieces (about the size of a golf ball). Roll each piece into a thin circle, approximately 3 inches in diameter.

Fill the Dumplings

Place about 1 tablespoon of the shrimp filling in the center of each wrapper. Fold the wrapper in half to create a half-moon shape and pinch the edges to seal. You can pleat the edges for a decorative touch.

Cook the Dumplings

Steam the Dumplings

In a steamer basket lined with parchment paper, arrange the dumplings in a single layer. Bring water to a boil in a pot and place the steamer over the pot. Cover and steam for about 8-10 minutes, or until the shrimp is cooked through.

Mix the Sauce

In a small bowl, combine the soy sauce, rice vinegar, and chili oil. Stir well and set aside for serving.
