Prepare the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing with your hands until a dough forms.

Knead the Dough
Knead the dough on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a skillet over medium heat, add sesame oil. Add minced garlic and sauté for 1 minute. Add chopped cabbage, grated carrot, mushrooms, and green onions. Cook for 5-7 minutes until vegetables are tender.

Season the Filling
Stir in soy sauce, salt, and black pepper. Cook for an additional 2 minutes. Remove from heat and let it cool.

Roll Out the Dough
After the dough has rested, divide it into small balls (about the size of a golf ball). Roll each ball into a thin circle on a floured surface.

Fill the Dumplings
Place a spoonful of the vegetable filling in the center of each dough circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal tightly.

Cook the Dumplings
Bring a pot of water to a boil. Carefully add the dumplings in batches and cook for 5-7 minutes or until they float to the surface. Remove with a slotted spoon.

Serve the dumplings hot with soy sauce or your favorite dipping sauce.
