Prepare the Dumpling Dough
In a large mixing bowl, combine the all-purpose flour and salt. Gradually add the boiling water to the flour mixture while stirring with a fork until a shaggy dough forms. Once cool enough to handle, knead the dough on a floured surface for about 5-7 minutes until smooth and elastic. Cover with a damp cloth and let it rest for 30 minutes.

Make the Filling
In a large mixing bowl, combine the ground pork, green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are thoroughly combined. Refrigerate the filling for 15 minutes to enhance the flavors.

Assemble the Dumplings
On a lightly floured surface, roll out the rested dough into a thin sheet. Cut out 3-inch circles using a cookie cutter or a glass. Place about 1 tablespoon of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal tightly. Repeat until all dough and filling are used.

Cook the Dumplings
In a large skillet, heat the vegetable oil over medium-high heat. Once hot, arrange the dumplings in a single layer, making sure they do not touch. Fry for about 2-3 minutes, or until the bottoms are golden and crispy. Carefully add 1 cup of water to the skillet (beware of splattering), cover with a lid, and steam for about 5-7 minutes until the water has evaporated. Remove the lid and continue to cook for another 2-3 minutes until the bottoms are crisp again.

Serve the Dumplings
Remove the dumplings from the skillet and serve hot with soy sauce or your favorite dipping sauce.
