Make the Dumpling Dough
In a large bowl, combine the all-purpose flour and salt. Gradually add water while kneading the mixture until it forms a smooth dough. Wrap the dough in plastic wrap and let it rest for at least 30 minutes.

Prepare the Filling
In a frying pan over medium heat, add a small amount of oil and sauté the minced garlic until fragrant. Add the finely chopped mushrooms and cook until they're soft and any moisture has evaporated. In a bowl, combine the sautéed mushrooms, ground chicken, green onions, soy sauce, sesame oil, black pepper, and salt. Mix until well combined.

Assemble the Dumplings
Roll out the rested dough on a floured surface until it is about 1/8 inch thick. Cut out circles using a round cutter or a glass. Place about a tablespoon of the filling in the center of each circle. Fold the dough over to create a half-moon shape and pinch the edges to seal. Ensure there are no air pockets.
Cooking the Dumplings

Cook the Dumplings
You can either steam or pan-fry the dumplings. For steaming, place the dumplings in a steamer basket lined with parchment paper and steam for about 15 minutes. For pan-frying, heat a tablespoon of oil in a non-stick skillet over medium heat, place the dumplings in the skillet, add a splash of water, cover, and cook for about 10 minutes until the bottoms are golden and the filling is cooked through.

In a small bowl, mix together the soy sauce, rice vinegar, chili oil, and sesame seeds. Adjust to taste.
