    Prepare the Filling

    In a skillet over medium heat, cook the ground beef or chicken with the chopped onion and minced garlic until the meat is browned. Drain excess fat.

    Add Seasoning

    Add the chili powder, cumin, salt, and pepper to the meat mixture. Stir in the cooked Mexican rice and refried beans until well combined. Remove from heat.

    Prepare the Sopapilla Dough

    Roll out the sopapilla dough on a floured surface to about 1/4 inch thick. Cut into squares or circles, depending on your preference.

    Fill the Sopapillas

    Place a generous amount of the meat and rice mixture in the center of each dough piece. Fold over and seal the edges with a fork or by pinching them together.

    Heat Oil

    In a deep skillet or fryer, heat the vegetable oil to 350°F (175°C).

    Fry the Sopapillas

    Carefully place the stuffed sopapillas in the hot oil, a few at a time, and fry until golden brown on both sides. Remove and drain on paper towels.

    Serve

    Top with shredded cheese and serve hot with salsa or guacamole.
