Prepare the Beef Filling
In a large skillet over medium heat, add ground beef, chopped onion, and minced garlic. Cook until the beef is browned and the onions are translucent, about 5-7 minutes.

Season the Mixture
Stir in cumin, chili powder, salt, and black pepper. Cook for an additional 2 minutes to allow the flavors to meld. Remove from heat.

Assemble the Chimichangas
Lay a flour tortilla flat and place a quarter of the beef mixture in the center. Fold in the sides and roll it up tightly. Repeat with the remaining tortillas and filling.

Fry the Chimichangas
In a deep skillet, heat vegetable oil over medium-high heat. Once hot, carefully place the chimichangas seam-side down in the oil. Fry until golden brown, about 3-4 minutes per side. Drain on paper towels.

Serve
Top each chimichanga with mild salsa and a generous scoop of sour cream. Serve with rice and beans on the side.
