Prepare the Cauliflower
Remove the leaves and stem from the cauliflower and cut it into florets. Steam the florets for about 5-7 minutes until they are tender but still hold their shape. Once cooked, allow them to cool slightly and then chop finely.
Mix the Ingredients
In a large mixing bowl, combine the chopped cauliflower, all-purpose flour, eggs, finely chopped green onions, minced garlic, cumin, salt, and black pepper. Mix until all ingredients are well incorporated and the mixture holds together.
Heat the Oil
In a large skillet, heat the olive oil over medium heat. Make sure the oil is hot but not smoking.
Form and Cook the Fritters
Using a tablespoon or your hands, form small patties or fritters from the mixture and carefully place them in the hot oil. Cook for about 3-4 minutes on each side or until they are golden brown and crispy. You may need to do this in batches to avoid overcrowding the pan.
Drain and Serve
Once cooked, transfer the fritters to a paper towel-lined plate to drain excess oil. Serve warm, garnished with your choice of sauce or dip.
