Prepare the Cocktail Sauce
In a medium bowl, combine the ketchup, horseradish, lemon juice, Worcestershire sauce, and hot sauce. Mix well until fully incorporated. Taste and adjust seasoning, adding more horseradish or hot sauce if desired. Cover and refrigerate until ready to serve.

Steam the Shrimp
In a large pot, combine the water, Old Bay seasoning, and salt. Bring the mixture to a boil over high heat.

Add the Shrimp
Once the water is boiling, add the shrimp to a steaming basket and place it over the boiling water. Cover the pot with a lid and steam the shrimp for 2-3 minutes, or until they turn pink and opaque.

Cool and Serve
Remove the steaming basket from the pot and let the shrimp cool slightly. Serve the shrimp warm or at room temperature with the prepared cocktail sauce on the side.
