Make the Herb Oil
In a blender or food processor, combine the olive oil, fresh parsley, garlic, lemon juice, salt, and black pepper. Blend until smooth and set aside.
Cooking the Rice

Cook the Jasmine Rice
Rinse the jasmine rice under cold water until the water runs clear. In a medium saucepan, combine the rinsed rice with 2 cups of water. Bring to a boil, then reduce to a simmer, cover, and cook for 15 minutes or until the rice is tender and water is absorbed. Fluff with a fork and set aside.
Searing the Sirloin Tips

Prepare and Sear the Sirloin Tips
Cut the sirloin tips into bite-sized pieces and season with salt and black pepper. Heat a large skillet over medium-high heat and add a tablespoon of olive oil. Once hot, add the sirloin tips in a single layer, searing for about 3-4 minutes on each side until browned and cooked to medium doneness. Remove from the skillet and let rest.

Plate the Dish
On a plate, create a bed of jasmine rice, top with the sautéed vegetables, and then add the seared sirloin tips. Drizzle with the prepared herb oil garnish before serving.
