Make the Dough
In a large bowl, combine all-purpose flour and salt. Gradually add water while mixing until a dough forms. Knead the dough on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a mixing bowl, combine ground pork, chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are evenly combined.

Assemble the Dumplings
After the dough has rested, divide it into small pieces (about 1 inch each). Roll each piece into a thin circle. Place about 1 tablespoon of filling in the center of each circle. Fold the dough over the filling and pinch the edges to seal tightly.

Steam the Dumplings
Prepare a steamer pot with water and bring it to a boil. Place the dumplings in the steamer basket, making sure they are not touching. Steam the dumplings for about 15-20 minutes until fully cooked.

Serve the steamed pork dumplings hot with sweet chili sauce on the side for dipping.
