Prepare the Braised Beef
In a large pot, heat a tablespoon of oil over medium heat. Add the braised beef and sear until browned on all sides. Remove the beef and set aside.

Combine Ingredients
Return the seared beef to the pot. Stir in the tomato puree, kidney beans, and beer. Mix well.

Add Spices
Sprinkle in the chili powder, cumin, garlic powder, salt, black pepper, and paprika. Stir to combine all ingredients thoroughly.

Simmer the Chili
Bring the mixture to a boil, then reduce the heat to low. Cover the pot and let it simmer for at least 30 minutes, stirring occasionally to prevent sticking.

Garnish and Serve
Ladle the chili into bowls and top with a generous sprinkle of shredded cheddar cheese, a dollop of scallion sour cream, and a scattering of chopped scallions.
