    Prepare the Beef

    Place the flank steak between two sheets of plastic wrap and pound it to about 1/4 inch thickness using a meat mallet.

    Marinate the Steak

    In a bowl, mix together soy sauce, mirin, sugar, sesame oil, salt, and black pepper. Reserve 1/4 cup for basting. Place the steak in the marinade and let it sit for at least 30 minutes.

    Prepare the Green Onions

    Trim the green onions to about 6 inches long, discarding the roots and any wilted parts.

    Assemble the Negimaki

    Lay a piece of flank steak flat, place 2-3 green onions at one end, and roll the steak tightly around the onions. Secure with toothpicks or kitchen twine.

    Cook the Negimaki

    Heat vegetable oil in a skillet over medium-high heat. Add the rolled negimaki and cook for 3-4 minutes on each side until browned. Baste with reserved marinade during cooking.
