Prepare the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. In another bowl, whisk together the eggs and milk until well combined. Gradually add the egg mixture into the dry ingredients, stirring until smooth.

Heat the Oil
In a large, deep skillet or frying pan, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles and rises to the surface, it's ready.

Batter the Shrimp
Dredge each shrimp in the batter, allowing the excess to drip off before placing it in the hot oil.

Fry the Shrimp
Carefully place the battered shrimp into the hot oil in batches, being careful not to overcrowd the pan. Fry for about 2-3 minutes on each side or until golden brown and cooked through.

Drain and Serve
Using a slotted spoon, remove the fried shrimp from the oil and place them on a paper towel-lined plate to drain excess oil. Serve hot with your choice of side.
