    Prepare the Chicken Wings

    In a large bowl, toss the chicken wings with cornstarch, salt, and black pepper until evenly coated. Set aside.

    Make the Sauce

    In a small bowl, mix together soy sauce, rice vinegar, sesame oil, garlic, ginger, and red pepper flakes. Set aside.

    Fry the Chicken Wings

    In a large pot or deep fryer, heat vegetable oil over medium-high heat. Once the oil is hot, fry the chicken wings in batches until golden brown and cooked through, about 8-10 minutes. Remove and drain on paper towels.

    In a large skillet, add the fried chicken wings, chopped celery, and sauce. Toss everything together over medium heat for about 2-3 minutes until heated through.
