    Prepare the batter

    In a large mixing bowl, combine the flour, granulated sugar, cocoa powder, baking powder, and salt. Mix well to ensure there are no lumps.

    In another bowl, whisk together the eggs, milk, vegetable oil, and vanilla extract until smooth.

    Combine mixtures

    Pour the wet ingredients into the dry ingredients. Stir until just combined. Do not overmix. Fold in the chocolate chips.

    Bake the dessert

    Preheat the oven to 350°F (175°C). Grease and flour a baking pan. Pour the batter into the prepared pan and smooth the top with a spatula. Bake for 25-30 minutes or until a toothpick inserted into the center comes out clean.
