    In a large pot, melt the butter over medium heat. Add the diced onion, celery, and minced garlic. Sauté until the vegetables are soft and the onion is translucent, about 5-7 minutes.

    Sprinkle the all-purpose flour over the sautéed vegetables. Stir well to combine and cook for an additional 2 minutes to eliminate the raw flour taste.

    Incorporate Potatoes and Clam Juice

    Gradually add the clam juice to the pot while stirring constantly to avoid lumps. Add the diced potatoes and bay leaf. Bring the mixture to a gentle boil.

    Simmer the Chowder

    Reduce the heat to low and let the chowder simmer for about 15-20 minutes, or until the potatoes are fork-tender.

    Add Clams and Dairy

    Once the potatoes are tender, stir in the chopped clams, heavy cream, milk, salt, black pepper, and thyme. Continue to cook on low heat for another 5-10 minutes to heat through, stirring occasionally.
