Prepare the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and slightly thick.
Heat the Oil
In a large pot or deep fryer, heat vegetable oil over medium-high heat until it reaches 350°F (175°C).
Batter the Fish
Dip each fish fillet into the batter, ensuring they are fully coated.
Fry the Fish
Carefully place the battered fish into the hot oil, frying in batches if necessary. Fry for about 4-5 minutes or until golden brown and crispy. Remove and drain on paper towels.

Prepare the Potatoes
Peel the russet potatoes and cut them into thick fries (about 1/2 inch wide). Soak them in cold water for at least 30 minutes to remove excess starch.

Fry the Potatoes
Drain and pat dry the soaked fries. Fry them in batches for about 5-7 minutes until they are golden and crispy. Remove and drain on paper towels, then season with salt to taste.

In a small bowl, combine the mayonnaise, finely chopped dill pickles, capers, lemon juice, Dijon mustard, and fresh dill. Mix well and refrigerate until ready to serve.
