Rinse the fresh smelt fish under cold water. Remove any internal organs if necessary and pat them dry with paper towels.

Prepare the Coating
In a mixing bowl, combine the all-purpose flour, cornmeal, salt, black pepper, and garlic powder. Mix well to ensure an even distribution of all the dry ingredients.

Heat the Oil
In a large, deep skillet or a frying pan, heat the oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of the coating mixture into it; if it sizzles, the oil is ready.

Dredge each smelt in the coating mixture, ensuring it is well coated on all sides. Shake off any excess flour and cornmeal.

Carefully place the coated smelts in the hot oil, making sure not to overcrowd the pan. Fry them for about 2-3 minutes on each side until they are golden brown and crispy.
