In a bowl, combine 1/2 cup of buttermilk, 1/4 cup of mayonnaise, 1 tablespoon of chopped scallions, 1 teaspoon of garlic powder, salt, and pepper to taste. Whisk until smooth and set aside.

In a large bowl, combine the snow crab meat, sliced fennel, sliced scallions, and pickled corn. Gently mix to combine.
