In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Slowly whisk in the cold sparkling water until the batter is smooth and well combined.

In a deep skillet or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Dredge each fish fillet in the batter, ensuring they are fully coated.

Carefully place the battered fish fillets into the hot oil. Fry in batches, avoiding overcrowding, for about 4-5 minutes or until golden brown and cooked through. Remove and drain on paper towels.
