Preparation
Make the Dough
In a mixing bowl, combine warm water, sugar, and yeast. Let it sit for about 5 minutes until frothy.
Add flour, salt, and vegetable oil to the yeast mixture. Mix until a dough forms.
Knead the dough on a floured surface for about 8-10 minutes until smooth. Place in a greased bowl, cover, and let rise for 1 hour or until doubled in size.
Prepare the Filling
In a bowl, mix ground pork, soy sauce, sesame oil, garlic, ginger, green onions, and black pepper until well combined.
Assemble the Buns
Once the dough has risen, punch it down and divide it into 4 equal pieces. Roll each piece into a circle, place a tablespoon of filling in the center, and pinch the edges to seal.
Place the buns on parchment paper in a steamer basket. Cover and let rise for another 30 minutes.
Steam the Buns
Bring water to a boil in a pot. Place the steamer basket over the boiling water, cover, and steam for about 15-20 minutes.
Remove from the steamer and let cool slightly before serving.
