    Prepare the Ingredients

    Chop the onion, mince the garlic, slice the carrots, cube the potatoes, and chop the green bell pepper if using.

    Season the Beef

    Cut the beef into large chunks and season with salt and black pepper.

    Sear the Beef

    In a large pot, heat the olive oil over medium-high heat. Add the seasoned beef chunks and sear them on all sides until browned (about 5-7 minutes).

    Sauté Aromatics

    Remove the beef from the pot and set aside. In the same pot, add the chopped onion, minced garlic, and chopped green bell pepper (if using). Sauté for about 3-4 minutes until the onion is translucent.

    Add Vegetables and Tomato Paste

    Add the sliced carrots and cubed potatoes to the pot. Stir in the tomato paste and cook for another 2 minutes.

    Combine Ingredients

    Return the seared beef to the pot. Pour in the beef broth and add the bay leaves. If using, add the red wine at this stage.

    Simmer the Stew

    Bring the mixture to a boil, then reduce the heat to low. Cover and let it simmer for about 1.5 to 2 hours, or until the beef is tender.

    Once the beef is tender, taste and adjust seasoning if needed. Remove the bay leaves before serving. Garnish with chopped fresh parsley and serve hot.
