Combine Marinade Ingredients
In a medium bowl, whisk together the soy sauce, rice vinegar, sesame oil, brown sugar, minced garlic, minced ginger, red pepper flakes, and black pepper until the brown sugar is fully dissolved.

Marinate the Steak
Place the flank steak in a large resealable plastic bag or shallow dish. Pour the marinade over the steak, ensuring it is well coated. Seal the bag or cover the dish and refrigerate for at least 2 hours, preferably overnight for maximum flavor.

Preheat the Grill
Preheat your grill to medium-high heat. If using a grill pan, heat it over medium-high heat as well.

Take the flank steak out of the marinade and allow excess marinade to drip off. Discard the remaining marinade.

Place the flank steak on the grill and cook for about 4-5 minutes on each side for medium-rare, or until desired doneness is reached. Use a meat thermometer to check for an internal temperature of 130-135°F for medium-rare.
