Prepare the Salt Cod
Soak the salt cod in water for 24 hours, changing the water several times. Once soaked, drain and rinse under cold water.

Cook the Potatoes
Peel the potatoes and cut them into chunks. Boil them in salted water until tender, about 15-20 minutes. Drain and allow to cool slightly.

Make the Fritter Mixture
In a large bowl, flake the soaked cod into small pieces. Add the cooked potatoes, finely chopped garlic, flour, egg, parsley, baking powder, salt, and pepper. Mix until well combined.

Heat the Oil
In a deep frying pan, heat the olive oil over medium heat until hot but not smoking.

Fry the Fritters
Using a spoon, drop tablespoon-sized portions of the batter into the hot oil. Fry in batches for about 3-4 minutes or until golden brown. Remove and drain on paper towels.

Combine Ingredients
In a small bowl, mix together the mayonnaise, minced garlic, lemon juice, and lemon zest.

Add salt and pepper to taste, mixing well until smooth and creamy.

Serve the aioli alongside the fried fritters for dipping.
