Prepare the Hazelnuts
Preheat your oven to 350°F (175°C). Spread the hazelnuts on a baking sheet and roast for 10-12 minutes until golden and fragrant. Allow to cool, then chop coarsely.

Melt Chocolate and Butter
In a heatproof bowl, combine the dark chocolate and unsalted butter. Melt over a double boiler or in the microwave in 30-second intervals, stirring until smooth.

Mix Dry Ingredients
In a separate bowl, whisk together the flour, granulated sugar, and salt until well combined.

Combine Mixtures
In a large bowl, whisk the eggs until frothy. Gradually add the melted chocolate mixture, mixing until combined. Fold in the dry ingredients and chopped hazelnuts, followed by the feuilletine.

Bake the Bars
Pour the batter into a greased and lined 9x9 inch baking pan. Bake for 25-30 minutes or until a toothpick inserted in the center comes out clean. Allow to cool completely before cutting into bars.

Prepare the Sauce
In a saucepan over medium heat, combine the granulated sugar and heavy cream. Stir constantly until the sugar is dissolved and the mixture begins to simmer.

Add Flavorings
Remove from heat and stir in the Grand Marnier and orange zest until well combined.

Cool and Serve
Allow the sauce to cool slightly before drizzling over the chocolate hazelnut bars. Serve warm or at room temperature.
