Make the Dough
In a large mixing bowl, combine all-purpose flour and salt. Gradually add water while mixing until the dough comes together. Knead the dough on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a medium bowl, mix ground pork, chopped green onions, minced garlic, grated ginger, soy sauce, sesame oil, salt, and pepper. Ensure all ingredients are well combined. Set aside.
Assembling Gyoza

Form the Dumplings
Once the dough has rested, divide it into small pieces (about 1 inch each). Roll each piece into a thin circle (about 3 inches in diameter). Place a teaspoon of filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal.

Pan-fry the Dumplings
Heat vegetable oil in a large skillet over medium heat. Place the gyoza in the skillet, flat side down, and cook for 2-3 minutes until the bottoms are golden brown. Carefully add 1 cup of water to the skillet and cover immediately. Allow the dumplings to steam for about 5-7 minutes or until the water has evaporated and the gyoza are cooked through.
