Prepare the Batter
In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Whisk together until well combined.

Add Sparkling Water
Slowly pour in the cold sparkling water while whisking. Continue to whisk until the batter is smooth and free of lumps. Let it rest for about 15 minutes.

Heat Oil
In a large deep pot or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Batter the Cod
Dip each piece of cod into the batter, ensuring it is fully coated.

Fry the Cod
Carefully place the battered cod into the hot oil, frying in batches if necessary. Fry for about 4-5 minutes on each side, or until golden brown and cooked through.

Drain and Keep Warm
Remove the fried cod from the oil and place on a paper towel-lined plate to drain excess oil. Keep warm in an oven set to low heat.

Peel the russet potatoes and cut them into even-sized sticks, about ½ inch thick.

Carefully add the dried potato sticks to the hot oil in batches. Fry until golden brown and crispy, about 5-7 minutes.
