In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

In a large saucepan, melt the unsalted butter over medium heat. Once melted, add the all-purpose flour and whisk continuously for 2-3 minutes until golden and bubbly.

Add Milk and Thicken
Gradually add the milk to the roux, whisking constantly to prevent lumps. Continue to cook, stirring frequently, until the mixture thickens and coats the back of a spoon, about 5-7 minutes.

Incorporate the Cheeses
Reduce the heat to low. Stir in the shredded sharp cheddar cheese and softened cream cheese until fully melted and combined. Add garlic powder, onion powder, salt, and black pepper. Mix well.

Mix Pasta and Cheese Sauce
Add the cooked macaroni to the cheese sauce and stir until the pasta is fully coated.

In a small bowl, combine breadcrumbs, grated parmesan cheese, paprika, and melted butter. Mix until the breadcrumbs are well coated.

Preheat your oven to 350°F (175°C). Transfer the mac & cheese mixture into a greased baking dish, spread evenly, and top with the breadcrumb mixture. Bake for 25-30 minutes or until the top is golden brown and crispy.
