Prepare the Beef
Wrap the beef tenderloin tightly in plastic wrap and place it in the freezer for about 30 minutes until firm but not frozen solid. This will make it easier to slice thinly.

Slice the Beef
Using a sharp knife, slice the beef tenderloin into thin slices (about 1/8 inch thick). Arrange the slices on a large serving plate, slightly overlapping them.

In a small bowl, whisk together the extra virgin olive oil, lemon juice, salt, and black pepper to taste.

Drizzle the dressing over the arranged beef slices. Scatter the arugula, shaved parmesan cheese, and capers on top.
