    In a mixing bowl, combine soy sauce, sugar, sesame oil, minced garlic, grated ginger, black pepper, and chopped green onions. Stir well until the sugar is fully dissolved.

    Marinate the Beef

    Add the thinly sliced beef sirloin to the marinade. Ensure all pieces are well-coated. Cover the bowl with plastic wrap and refrigerate for at least 30 minutes, or overnight for the best flavor.

    Prepare the Vegetables

    While the beef is marinating, prepare the vegetables by julienning the carrot, slicing the bell pepper, onion, and mushrooms.

    Heat the Pan

    In a large skillet or wok, heat the vegetable oil over medium-high heat until hot.

    Cook the Beef

    Add the marinated beef to the hot skillet in batches, ensuring not to overcrowd the pan. Stir-fry for about 3-4 minutes until browned and cooked through. Remove the beef and set aside.

    In the same skillet, add the julienned carrot, sliced bell pepper, onion, and mushrooms. Stir-fry for 2-3 minutes until they are tender but still crisp.
