Make the Pie Crust
In a large bowl, combine flour, sugar, and salt. Cut in the butter until the mixture resembles coarse crumbs. Stir in ice water, one tablespoon at a time, until the dough comes together. Divide into two disks and refrigerate for at least 1 hour.
Prepare the Filling
In another bowl, mix pumpkin puree, granulated sugar, brown sugar, cinnamon, nutmeg, ginger, eggs, and evaporated milk until smooth and well combined.
Assemble the Pies
Preheat the oven to 425°F (220°C). Roll out one disk of dough and fit it into a 9-inch pie pan. Pour the pumpkin filling into the crust. Roll out the second disk of dough to make a top crust, or use it to make decorative shapes for the top. Place on top of the filling and seal the edges.
Bake the Pies
Bake in the preheated oven for 15 minutes. Reduce the temperature to 350°F (175°C) and continue baking for 40-45 minutes or until the filling is set. Let cool before serving.
