Dice the bell pepper and onion into small, even pieces. Mince the garlic and chop the green onions, separating the white parts from the green parts.

In a large skillet, heat the olive oil or butter over medium heat. Add the diced onion, bell pepper, and white parts of the green onions. Sauté for about 5-7 minutes until the vegetables are softened.
