Cook the Meat
In a large skillet over medium heat, add the ground beef. Cook until browned, breaking it apart with a spatula, about 5-7 minutes.

Season the Mixture
Stir in cumin, chili powder, salt, and black pepper. Cook for another 2 minutes to allow the spices to meld together.

Mix in Beans and Cheese
Add the refried beans and 1 cup of shredded cheese to the skillet. Stir until well combined and cheese is melted. Remove from heat and let cool slightly.

Prepare Tortillas
Lay out each flour tortilla on a flat surface. Spoon about 1/4 of the filling mixture in the center of each tortilla.

Fold the Tortillas
Fold the sides of the tortilla over the filling and then roll it up tightly from the bottom to the top. Ensure the filling is secured inside.

Heat the Oil
In a large pot or deep fryer, heat vegetable oil to 350°F (175°C).

Fry the Chimichangas
Carefully place each chimichanga seam-side down into the hot oil, frying in batches if necessary. Fry for about 4-5 minutes or until golden brown and crispy, turning occasionally.

Drain and Serve
Once cooked, remove the chimichangas from the oil and let them drain on paper towels. Serve hot with sour cream, guacamole, and salsa if desired.
