In a large mixing bowl, combine the all-purpose flour and salt. Gradually add boiling water while stirring with a fork until the dough starts to come together.

Transfer the dough onto a floured surface and knead for about 5 minutes until smooth. Cover with a damp cloth and let it rest for at least 30 minutes.

In a large bowl, mix together the ground pork, chopped cabbage, green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper until well combined.

Cover the filling mixture and refrigerate for at least 15 minutes to allow the flavors to meld.

Rolling Out the Dough
After resting, divide the dough into small pieces about the size of a golf ball. Roll each piece into a thin circle, about 3 inches in diameter.

Place a teaspoon of the filling in the center of each dough circle. Moisten the edges with a little water, fold the dough over the filling, and pinch to seal.
Cooking the Gyoza

In a large skillet, heat a tablespoon of oil over medium heat. Place the gyoza in the skillet, flat side down, and cook until the bottoms are golden brown, about 2-3 minutes.

Carefully add 1/4 cup of water to the skillet and cover immediately to steam the gyoza for about 5-7 minutes, or until the water has evaporated.
