Preparation of Filling

    Cook the Ground Beef

    In a large skillet over medium heat, add the ground chuck beef. Cook until browned, breaking it apart with a spoon, about 5-7 minutes. Drain excess fat.

    Sauté the Vegetables

    Add diced onions, carrots, and celery to the skillet with the beef. Sauté for about 5 minutes until the vegetables are tender.

    Add Peas and Corn

    Stir in the frozen peas and corn to the mixture and cook for an additional 2-3 minutes.

    Make the Gravy

    Sprinkle flour over the meat and vegetable mixture, stirring to combine. Slowly pour in beef broth and Worcestershire sauce, mixing until the gravy thickens. Season with salt and black pepper.

Preparation of Mashed Potatoes

    Boil Potatoes

    In a large pot, cover the diced potatoes with cold water and add a pinch of salt. Bring to a boil and cook until fork-tender, about 15-20 minutes.

    Drain the potatoes and return them to the pot. Add butter, milk, and salt, and mash until smooth and creamy.

Assembly and Baking

    Preheat oven to 400°F (200°C). In a large baking dish, spread the beef and vegetable mixture evenly across the bottom.
