Cook the Ground Beef
In a large skillet over medium heat, add the ground chuck beef. Cook until browned, breaking it apart with a spoon, about 5-7 minutes. Drain excess fat.

Add Peas and Corn
Stir in the frozen peas and corn to the mixture and cook for an additional 2-3 minutes.

Make the Gravy
Sprinkle flour over the meat and vegetable mixture, stirring to combine. Slowly pour in beef broth and Worcestershire sauce, mixing until the gravy thickens. Season with salt and black pepper.

Layer the Filling
Preheat oven to 400°F (200°C). In a large baking dish, spread the beef and vegetable mixture evenly across the bottom.

Spread the mashed potatoes over the beef and vegetable filling, smoothing out the top with a spatula.

Place the baking dish in the preheated oven and bake for 25-30 minutes, or until the mashed potatoes are golden brown on top.
