Peel and chop the Russet potatoes into small cubes. Boil in salted water until soft, about 15 minutes. Drain and let cool slightly.

Mash the cooked potatoes in a large bowl. Stir in the smoked Gouda cheese, flour, cornstarch, chopped green onions, garlic powder, salt, and black pepper. Mix until well combined.

Using your hands, form the potato mixture into small cylindrical shapes (about 1 inch long). Place them on a parchment-lined baking sheet.
