In a bowl, soak the bulgur wheat in cold water for about 20 minutes or until softened. Drain any excess water and set aside.

While the bulgur is soaking, finely chop the parsley, mint, tomatoes, cucumber, and green onions.

In a large mixing bowl, combine the soaked bulgur, chopped parsley, mint, tomatoes, cucumber, and green onions.

In a small bowl, whisk together the lemon juice, olive oil, salt, and black pepper. Pour the dressing over the salad and mix well.
