1. Prepare the Ingredients

Slice the sirloin steak into strips. Mince the garlic, and chop the onion, tomato, green bell pepper, and potato into bite-sized pieces.

2. Fry the Potatoes

In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add the potato pieces and fry until golden brown and crispy. Remove from skillet and set aside.

3. Cook the Steak

In the same skillet, add the remaining tablespoon of olive oil. Add the steak strips, season with salt and black pepper, and cook until browned (about 3-4 minutes).

4. Add Vegetables

Add the minced garlic, chopped onion, green bell pepper, and tomato to the skillet. Stir-fry for about 3-4 minutes until the vegetables are tender.

5. Add Sauce

Stir in the soy sauce and red wine vinegar and cook for another minute, mixing thoroughly.

6. Combine with Rice

Add the cooked rice and fried potatoes to the skillet. Toss everything together and cook for an additional 2 minutes.

7. Garnish and Serve

Remove from heat, sprinkle with chopped cilantro, and serve hot.
