Prepare Rice

Cook the Rice
In a medium saucepan, combine 1 cup of white rice with 2 cups of water. Bring to a boil, then reduce heat to low and cover. Cook for 18-20 minutes or until the rice absorbs all the water and is tender. Remove from heat and let it sit covered for an additional 5 minutes.

Form the Patties
In a large bowl, combine 1 pound of ground beef with 1 tsp of salt, 1 tsp of black pepper, 1 tsp of garlic powder, and 1 tsp of onion powder. Mix gently until just combined. Divide the mixture into 2 equal portions and form into patties.

Fry the Eggs
In the same skillet, reduce heat to medium and add 1 tbsp of butter. Crack 2 large eggs into the skillet and cook until the whites are set and the yolks are cooked to your preference, about 3-4 minutes for runny yolks. Remove from heat.
Make Brown Gravy

Prepare the Gravy
In the same skillet, add 1 tbsp of all-purpose flour to the drippings left in the pan. Whisk to combine and cook for about 1 minute until lightly browned. Gradually whisk in 2 cups of beef broth. Add 1 tbsp of soy sauce, 1 tsp of salt, 1 tsp of black pepper, and 0.5 tsp of onion powder. Bring to a simmer and cook until thickened, about 5 minutes.
Assemble Loco Moco

Serve the Dish
On a plate, scoop a generous serving of the cooked rice. Top with one hamburger patty, then the second patty. Place the fried eggs on top of the patties and drizzle with the brown gravy. Serve immediately.
