Cook the Protein
In a large skillet, heat a small amount of oil over medium heat. Add the beef or Portuguese sausage and cook until browned and cooked through, about 8-10 minutes. Remove from heat and set aside.
Making Potato Mac Salad

Prepare the Pasta and Potatoes
In a large pot, bring salted water to a boil. Cook the elbow macaroni until al dente, about 8-10 minutes. In another pot, boil the diced potatoes until fork-tender, about 10-15 minutes. Drain both and let cool.

Mix the Salad
In a large mixing bowl, combine the cooled macaroni, potatoes, mayonnaise, celery, green onions, salt, and black pepper. Mix thoroughly until everything is evenly coated. Refrigerate for at least 30 minutes to allow flavors to meld.

Make the Gravy
In a saucepan over medium heat, melt the butter. Whisk in the flour until smooth and cook for 1-2 minutes. Gradually add the beef broth while whisking to prevent lumps. Stir in the soy sauce, garlic powder, and onion powder. Simmer until thickened, about 5-7 minutes.

Assemble the Dish
On a serving plate, spoon a generous portion of potato mac salad. Top with the cooked beef or Portuguese sausage, and drizzle with brown gravy. Garnish with chopped chives before serving.
