    Bring a large pot of salted water to a boil. Add the saimin noodles and cook according to package instructions, usually about 3-5 minutes until tender but firm. Drain and rinse under cold water to stop the cooking process. Set aside to cool.

    While the noodles are cooling, thinly slice the cucumber, julienne the carrot, and dice the red bell pepper. Chop the green onions, separating the white bulbs from the green tops.
