Prepare the Filling

In a bowl, combine the peeled shrimp, crab meat, cream cheese, soy sauce, and chopped green onions. Mix well until all the ingredients are thoroughly combined.
Assemble the Rolls

Lay a sheet of soy paper on a clean surface. Place a portion of the filling on the paper, then roll it tightly, tucking in the sides as you go. Repeat with the remaining sheets and filling.
Fry the Rolls

Heat the vegetable oil in a deep pan over medium heat. Once hot, carefully add the rolls and fry until golden brown and crispy, about 3-4 minutes. Remove from the oil and drain on paper towels.
Serve

Slice the rolls into bite-sized pieces, drizzle with eel sauce, and sprinkle tempura crumbs on top. Serve immediately.
