    Prepare the Pasta

    In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

    Make the Cheese Sauce

    In a large saucepan, melt the butter over medium heat. Stir in the flour and cook for about 1 minute to create a roux. Gradually whisk in the milk, and continue to cook until the mixture thickens and is bubbly.

    Add Cheeses and Seasoning

    Reduce heat to low, and stir in the cheddar and Monterey Jack cheeses until melted. Add salt, black pepper, garlic powder, and paprika, and mix well.

    Combine Pasta and Sauce

    Add the drained macaroni to the cheese sauce, stirring until the pasta is evenly coated.

    Prepare for Baking

    Preheat the oven to 350°F (175°C). Transfer the mac and cheese mixture to large baking trays. If desired, sprinkle breadcrumbs on top for added texture.

    Bake in the preheated oven for 25-30 minutes, or until the top is golden brown and bubbly.
