Prepare the Filling
In a large skillet, heat olive oil over medium heat. Add diced onion and bell pepper, sautéing until softened. Add minced garlic and cook for an additional minute. If using beef, brown it in the skillet, seasoning with salt and black pepper. If using chicken, ensure it is shredded and heated through. Remove from heat.

Assemble the Casserole
Preheat your oven to 350°F (175°C). In a large baking dish, spread a thin layer of enchilada sauce on the bottom. Layer 4 tortillas on top. Spread half of the meat or cheese mixture over the tortillas, followed by 1 cup of enchilada sauce and 1 cup of shredded cheese. Repeat the layers: tortillas, remaining filling, sauce, and cheese.

Bake
Cover the baking dish with aluminum foil and bake in the preheated oven for 25 minutes. Remove the foil and bake for an additional 15-20 minutes until the cheese is bubbly and golden.

Garnish and Serve
Remove from the oven and let it cool for a few minutes. Garnish with chopped cilantro before slicing and serving.
