    In a large bowl, combine the ground chicken, finely chopped green onions, minced garlic, minced ginger, soy sauce, sesame oil, salt, and black pepper. Mix thoroughly until all ingredients are well incorporated.

    In a mixing bowl, combine all-purpose flour and salt. Gradually add boiling water while stirring with a fork or chopsticks until the mixture forms a shaggy dough. Once cool enough to handle, knead the dough on a lightly floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

    Roll and Fill

    Divide the rested dough into 12 equal pieces. Roll each piece into a thin circle about 3 inches in diameter. Place a tablespoon of the chicken filling in the center of each circle. Fold the dough over the filling to create a half-moon shape and pinch the edges to seal tightly.
