Prepare Dumpling Filling

Cook the Beef
In a skillet over medium heat, add the ground beef and cook until browned, breaking it apart with a spatula as it cooks.

Add Vegetables
Once the beef is browned, add minced garlic, grated ginger, chopped green onions, finely chopped carrot, and mushrooms to the skillet. Cook for an additional 5-7 minutes until vegetables are tender.

Season the Filling
Stir in soy sauce, sesame oil, salt, and black pepper. Mix well and remove from heat. Allow the filling to cool.

Mix the Dough
In a large bowl, combine all-purpose flour and salt. Gradually add water while mixing until a dough forms.

Knead the Dough
Transfer the dough to a floured surface and knead for about 5-10 minutes until smooth. Cover with a damp cloth and let rest for 30 minutes.

Roll the Dough
After resting, divide the dough into small pieces. Roll each piece into a thin circle, about 3 inches in diameter.
Assemble and Cook Dumplings

Fill the Wrappers
Place a teaspoon of the beef filling in the center of each wrapper. Fold the wrapper in half to create a half-moon shape and pinch the edges to seal tightly.

Heat Oil and Cook Dumplings
In a large skillet, heat vegetable oil over medium-high heat. Add the dumplings and cook until the bottoms are golden brown, about 2-3 minutes.

Steam the Dumplings
Add 1 cup of water to the skillet and cover immediately. Allow the dumplings to steam for about 8-10 minutes until cooked through.
