Dumpling Dough Preparation

Make the Dough
In a large mixing bowl, combine all-purpose flour and salt. Gradually add water while stirring to form a dough.

Knead the Dough
Transfer the dough onto a floured surface and knead for about 5–10 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Mix the Filling
In a large bowl, combine ground beef, minced garlic, chopped onion, grated carrot, chopped green onion, soy sauce, sesame oil, salt, and black pepper. Mix well until all ingredients are evenly incorporated.
Assembling and Cooking

Roll the Dough
After resting, divide the dough into small portions. Roll each portion into a thin circle, about 3 inches in diameter.

Fill the Dumplings
Place a teaspoon of the filling in the center of each dough circle. Fold the dough over to create a half-moon shape and pinch the edges to seal tightly.

Cook the Dumplings
In a large skillet, heat vegetable oil over medium heat. Add the dumplings and fry for about 2-3 minutes until the bottoms are golden brown.

Steam the Dumplings
Carefully add 1 cup of water to the skillet and cover immediately. Allow the dumplings to steam for another 5-7 minutes or until the water has evaporated.

Serve
Remove the lid, allow any remaining water to evaporate, and serve the mandu hot with your favorite dipping sauce.
