Make Parmesan Frico
Preheat the oven to 400°F (200°C). Line a baking sheet with parchment paper. Grate the Parmesan cheese and place small mounds (about 2 tablespoons each) on the parchment paper, spacing them about 2 inches apart. Bake for 5-7 minutes, or until golden and crispy. Let cool.

Prepare Brioche Croutons
Cut the brioche bread into small cubes. In a skillet, heat 1 tablespoon of olive oil over medium heat. Add the brioche cubes and toast until golden brown and crispy, about 5-7 minutes. Remove from heat and set aside.

Prepare the Dressing
In a small bowl, combine the minced garlic, lemon juice, remaining tablespoon of olive oil, salt, and black pepper. Whisk until well combined.

Assemble the Salad
In a large salad bowl, add the baby romaine lettuce. Drizzle the dressing over the lettuce and toss gently to coat. Top with white anchovy fillets, toasted brioche croutons, and the Parmesan frico.
