Cook the Pasta
In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

Make the Cheese Sauce
In the same pot, melt 2 tablespoons of butter over medium heat. Whisk in the flour and cook for about 1 minute until bubbly. Gradually whisk in the milk, continuing to stir until the mixture thickens and begins to bubble. Reduce heat to low, then stir in the smoked cheddar and parmesan cheese until melted and smooth. Season with salt, pepper, and garlic powder.

Combine Pasta and Sauce
Add the cooked macaroni to the cheese sauce and stir until well combined. Transfer to a greased baking dish.

Bake
Sprinkle the toasted bread crumbs over the macaroni and cheese. Bake in a preheated oven at 350°F (175°C) for 20-25 minutes or until the top is golden and crispy.

Serve
Remove from the oven and let cool for a few minutes before serving. Enjoy your rich and creamy mac & cheese!
